Sounds like synthetic reaction to me - after all there RN Is spending billions building new boats and the National Audit Office was banging on about cost overruns on the new warheads only a couple of weeks ago

Not cost overruns on warhead production but the massive delays and cost increases on MENSA - the yet-to-be completed final Assembly/Disassembly facility at Burghfield. The rhinoceros in the room, however, is the huge technical and scientific overhead to develope, test and manufacture a new range of warheads.
