There might also be operational reasons for strange routing such as cargo. Do certain countries either openly or not restrict the overflying of certain military equipment ? This might account for strange doglegs at times.

I would suggest it is carrying what is classified as DANGEROUS cargo. The routing suggests avoidance of heavily populated areas both in Germany and The Netherlands.
