Open Ended Flap - is this acceptable ?

PHL to ORD on an A319 and I saw this out of the window - looks like an angle bracket was riveted over the end of the starboard flap assembly but left a pretty sizeable hole at one end.

Is this considered acceptable ?

A quick Google image search (search terms "A319 flaps") seems to indicate not only is it acceptable, but unless the other photographers all rode on the same airframe as you, normal.

I can't see any images without that strap and gap.

Thats perfectly normal, what you're seeing is the cap of the flap trailing edge wedge, the vertical sealing section of the cap is about 1" inside the flap.
